Ed’s Weather Journal

Amazing amounts of rain fell in very small areas again tonight. The northern counties were hit hard with over 5 inches of rainfall reported just north of Emmetsburg. There was also a severe thunderstorm warning for Palo Alto and Pocahontas Counties.

There will be more strong thunderstorms Sunday night and Monday morning. It will be interesting to see if the early Sunday storms over western Iowa will take away some of the storm’s steam by the time the storms move into central Iowa Sunday.

ATTORNEY ACCUSED: Overbilling Case In Indianola

A special investigation by the State Auditor’s Office has turned up more than $90,000 in overbilling by Indianola’s city attorney.

The report shows John Hoyman, who also represented Indianola Municipal Utilities, overbilled for his services between 2006 and 2012.

Hoyman was hired by the city in 1986.

During an interview with the Iowa Division of Criminal Investigation Hoyman admitted to falsifying monthly invoices to the city for prosecution services. He claims though the hours on individual invoices were inflated, he provided an equivalent amount of legal services for the city.

Hoyman was suspended from both positions at the end of August of last year.

The report has been turned over to several law enforcement agencies as well as the Warren County Attorney’s Office for consideration of charges.

PROJECT UPDATE: Hwy 65/69 Plans Released

With traffic growing at around 3% annually, officials are planning a revamp of Highway 65/69 in Indianola.

The proposed work will correct the intersection layout by reconstructing the northbound lanes to more closely match the southbound lanes.

It is hoped this will contribute to improving crash statistics – 45 crashes occurred between 2004-08 with one fatality.

Phase one of the work is penciled in for 2014 and could cost $3.5 million.

GAMBLING VOTE: Warren County Says No

There was a record turnout of voters in Warren County on Tuesday casting their ballots to decide whether or not to allow gambling in the county.

Owners of the Wild Rose Casino proposed building a casino, hotel and events center in Norwalk, but an approval vote was the first step they needed to move forward.

The gambling referendum did not achieve the simple majority it needed to pass; voters rejected it by a vote of 6,545 no to 4,327 yes according to unofficial election results.

This is the second time Warren County has voted down a proposal to allow gambling.

There were strong opinions from both sides of the issue leading up to the vote. Supporters said the casino would mean hundreds of jobs and millions of dollars for Warren County cities and schools.  Critics said there is already a casino in nearby Altoona and they didn’t want the negative aspects of gambling brought into the area.
